By saying Jeremiah's preaching started in 647 B.C.E you are potentially moving the 13th year of Josiah to the 14th year of Josiah.
Elsewhere you are more cautious about the actual date you place on this 13th year of Josiah, when Jeremiah started his preaching. please see you own chart by clicking on the link Pictures (above) and selecting picture 1. On your chart you say Jeremiah was commissioned c. 647 - that means circa 647 and 'circa' means sometime round about 647. jr chap. 2 p. 19 Serving in “the Final Part of the Days”

His prophesying in Jerusalem had to continue 40 years, through the reigns of bad Kings Jehoahaz, Jehoiakim, Jehoiachin (Coniah), and Zedekiah.

Moreover, Jeremiah’s preaching was really a judgment work. In 607 B.C.E., none of those who suffered death or enslavement when Jerusalem fell could claim that they did not know why this was happening to them. For 40 years previously, Jeremiah had been warning them of exactly such an outcome if they continued being rebellious against Jehovah. (Compare Ezekiel 2:5.) Similarly today, the preaching of the good news as “a witness to all the nations” is a basis for judgment.
